Opening Ceremonies The meeting was called to order by Commander Warren Herbst at 7:30 P.M.
Unfinished Business

Finance:  Vice Commander Hicks gave the following financial report.  He stated that $300 of the balance belonged to the Sons of American Legion (SAL).

Membership:  Commander Herbst reported that there were 30 new members and 1 transfer for Post 526.  Two new members were in attendance. 

 

Correspondence:  Commander Herbst communicated that he had attended a Stand-down in Cherry Hill.

Commander Herbst stated that he had mailed dues reminders to 118 non-active members.  He asked that they forward their dues and contact information.

Commander Herbst mentioned that the Burlington County Homeless Shelter was in need of funds.  It was determined that the American Legion Post 526 would donate $100.

 

Boys State/Girls State:  It was determined that Vice Commander Hicks would handle funding for Boys State/Girls State.

Commander Herbst stated that more interviewers were required for the BS/GS interviews.  He asked for volunteers and member Dave Kosick volunteered.

Commander Herbst communicated that too many students were sent to BS/GS last year from our Post. 

The following recommendations were made for the 2015 attendees.

Activities:  Commander Herbst indicated that the planned picnic had been canceled due to lack of interest.  He stated that instead of the picnic that a Army Navy Game get together would be held at the VFW on December 13, 2014 at 3:00 PM.
Commander Herbst reported that at the November meeting he would be briefing the post on the threats to the United States. 

He said that in January he would like to hold an Open House at his residence for Post members.
Commander Herbst provided that a Dinner Dance was being considered for late April or early May.  Options were being researched.
 
Other:  Vice Commander Hicks will be the liaison to the SAL.
Commander Herbst communicated that his wife had been working on the Post web site and she anticipated that it would to be up and running in the near future.  The website address is post526alnj.org.
Commander Herbst said that the Post might want to consider incentivize young members by paying their first years dues.  This could possibly encourage more membership.  A decision on this matter would be required by December.
There was discussion as to what options other than the Philadelphia VA Hospital were available for veterans.

Finance: Russell Thomas gave the following financial report.

Membership: There are 2 transfers and 3 members had forwarded their check for membership dues.  Three members are no longer at the listed address.  Those members are Patrick Carratura, Edward Smith and Sylvia Lewis-Snow. 

Other: Check and lottery number forwarded to Burlington County Commander.

New Business Correspondence: Russell Thomas read a Thank You note form the Burlington County Commander thanking the legion for their check.   The money would be used for the homeless veterans.   
Russell Thomas reported that a new State permit number would be required for the Legions tax exempt status.  He communicated that he was working on obtaining the permit.
 
Boys State/Girls State: Commander Herbst stated that four Post interviewers would be available for the late January interviews.  He had received the 2015 Boys State applications.  The Girls State applications had not been received. 
It was noted that the Boys State cost would be $225.00 and the Girls State fee would be $210.00 per applicant.
Commander Herbst sent out communication to the schools for Boys State/Girls State.  Seneca, Shawnee and BCIT had responded that they wanted to participate.  He would follow up with the other schools to determine if they were interested.  Per Dave Ballingerís suggestion, the delegates would be asked to submit a one page resumeí.  Commander Herbst said that November to January would be the timeframe for selecting delegates and find sponsors for the young men and women.  He indicated that all funds for the delegates would have to be submitted in February.
 
Second Amendment:  Tom Viscuso communicated his concerns with the Government trying to abolish the second amendment.  Mark Preston expressed his thoughts about the cyber threats to this Country. 
 
Security Treats to the United States: Commander Herbst gave an enlightening presentation on security treats to the United States.  Cyber threats were part of the discussion and concern. 
 
Activities:  Army Navy Game:  To be held at the VFW Post December 13th at  3 PM.
Open House at Herbst residence scheduled for Sunday, February 1, 2015.
Dinner Dance:  Discussion ensued about possible places to hold the upcoming Dinner Dance.  Vice Commander Hicks volunteered to check into Medford Village Country Club and other options for the function.
Commander Herbst reported that the Web Site was up and functioning.   Post526alnj.org  
 
Other:  Commander Herbst said that for the good of the American Legion, Post 526 should consider becoming more involved with Veterans Day activities.

Membership:  Commander Herbst said that Kenneth Bowkerís transfer from Chatsworth had been received with no return address.  Deputy Commander Hicks provided that Post 526 might receive new members as Post 1000 was closing in the near future.

New Business

Boys State/Girls State:  Commander Herbst communicated that he had received the Girls State sponsorship form.  The sponsorship fee for Boys State remained at $225.00 and that the cutoff date for applicants was March 1, 2015.  He said that the Girls State fee had increased to $220.00.  He indicated that post 526 would need at least nine sponsors to send the desired girls and boys to the State.  Commander Herbst acknowledged that he would be sponsoring two applicants, Frank Hicks, one, and Mike Ryan one.  He encouraged Deputy Commander Hicks as well as other members to find other sponsors for the delegates.

Commander Herbst stated that he doubted Lenape would participate in this yearís Boys/Girls State as they had not responded to his inquires.  Cherokee, Seneca, Shawnee and BCIT would participate.  The timetable to find sponsors would be from November to January.  He said that the delegates would be chosen in late January and funds would be submitted in February.

Commander Herbst indicated that Deputy Commander Hicks would handle funding for Boys/Girls State.  He noted that there would be four volunteer interviewers.  He said that students would be required to fill out a resume prior to the interviews in order to streamline the process.

Games of Chance:   Deputy Commander Hicks stated that if the Post wanted to have Games of Chance he would contact the State to renew their recently expired Games of Chance permit. Another option that was suggested was to go under the umbrella of the Burlington County American Legion Councilís permit.

Old Activities:  Commander Herbst said that there was a small turnout for the Army/Navy event that was held at the VFW.  He indicated that Navy had won the game. 

Incentivize young members by paying their 1st year of membership.  This idea was brought forward by Mark Preston.  He stated that Post 11 already had implemented this incentive.  Discussion ensued and membership agreed to discuss this further as there were concerns with the financial implications of this action. 

Commander Herbst provided that the website was still working and that it would be updated the following week.

New Activities:  Bruce Powel stated that he had in the past done publicity for the American Legion.  He discussed ideas and ways of showing the presence of the Legion. 

Mark Preston communicated that he might be able to provide military equipment to draw attention to Post events. 

There was discussion about selling poppies at local events. 

Commander Herbst provided that the Open House at his residence would be rescheduled.

Dinner Dance:  The following options were offered for the Dinner Dance location: Frog Rock Country Club, Medford Village Country Club, Medford Lakes Country Club. Deputy Commander Hicks agreed to check out the facilities for pricing and availability.

Legislative Updates:  Mark Preston volunteered to report on current Legislative, Assembly and Senate bills that were of interest or concern to veterans and the American Legion.

VFW Tickets:  Deputy Commander Hicks said that the Burlington County Executive Committee was having a fundraiser raffle.  He noted that if anyone was interested the tickets were $5.00 each or $10.00 for three chances.

Anything else for the good of the American Legion: The VFW thanked Post 526 for its patronage.

Introduction to New Members: Commander Herbst announced that there were three (3) new members and also indicated their dues status. Phillip Rodriuez (HI) paid through 2014, Robert Doyle (1000) paid through 2015, Mark Clark (1000) paid through 2015

Membership: American Legion state membership is at 83% of the 2014 total. There is concern with the dropping in rank.

Deputy Commander Hicks reported that there are 37 current members in Post 526. The new members would bring the membership to 40. He indicated that the dues rooster would be posted in June. At that time it would be apparent who had paid their dues. It was suggested that at that time letters of intent would be forwarded to those in errors of their dues.

 
New Business Correspondence:
Commander Herbst reported that the annual Burlington County Testimonial Dinner would be held March 14th (noon) at Charlieís Other Brother. He noted that Commanders and SAL Commanders would be honored at this event. The cost would be $37.00 per person. They were asking each Post to contribute two bottles of wine or liquor for the event. Each Post was asked to sell raffle tickets to support this event.
Boys State/Girls State:
Commander Herbst noted that the interviews were scheduled to start as follows:

                 Seneca January 29 Jim Kollasch and Dave Kosick
                 Shawnee January 30 Dave Ballinger and Mark Preston

Commander Herbst said that he would be present at all interviews.
Department Commanderís Visit:
Commander Herbst communicated that he had attended Department Commander Mike Wilsonís Post 194 meeting on January 12, 2015.
From that meeting he learned that the American Legion is losing membership consistently in New Jersey. This was more loss of membership then other states. Commander Herbst indicated that the County could provide a list of all veterans who have received the $250 Veterans property tax deduction. Commander Herbst reported that Commander Mike Wilson had suggested that the American Legion should make their Posts more veteran female friendly.
Retention:
Commander Herbst noted that he had learned that retention had become more of problem than recruitment. He said that retention "point men" were needed at all levels to contact members who have not paid dues and find out the reason they were delinquent.
Lobbyist:
Commander Herbst pointed out that the Department was hiring a lobbyist to try and keep Picatinny Arsenal and Joint Base Fort Dix/McGuire open and active.

Commander Herbst communicated that later this spring, the Post must submit a Consolidated Post Report to indicate activities during the year.
Other Legion Business:
Commander Herbst said that Burlington County Commander Allan Danley Sr. was planning to put together a County Color Guard. This group would handle ceremonies for small Posts that could not afford their own.
Commander Herbst also noted that $2200 had been raised for the Burlington County Commanderís project. This was more than the Burlington County Commanderís $1500 goal.
County raffle was not held due to lack of license.
Commander Herbst reported that Post 526ís new initiatives included the following:
         Participate in more patriotic events
         Welcome home ceremonies
         Boy Scout award certificates
         American Legion Baseball
         Oratorical Contest
         Scholarship Program
         Coloring Contest (4-5 year olds)
Deputy Commander Hicks made a motion to pay first year dues for active military service members. The motion passed with no objections.
Activities:
Open House at Commander Herbst residence on February 15th.
Dinner Dance: Deputy Commander Hicks researched the options for the dinner dance and provided that the Dinner Dance would probably be held in April or May. No location was decided. The following are the optional locations for the Dinner Dance.
        Frog Rock Country Club
        Medford Village Country Club
        Medford Lakes Country Club
Commander Herbst reported that the web site was still working fine and would be updated on a monthly basis.
Anything else for the good of the American Legion
Deputy Commander Hicks noted that March 21st and 22nd and March 28th and 29th Post 526 would be at the Burlington Walmart soliciting for new members as well as funds to support the Post events. SAL would also be assisting with this endeavor. The funds would be divided between the Post and SAL. They would also be at the Willingboro Acme on May 30th and 31st.
Deputy Commander Hicks said that Murphyís Market had also given them the option to come there.

Membership:  Commander Herbst communicated that Post 526 membership had increased and this was in part because of the members who had transferred from the closing of Post 1000. This increase in membership had put Post 526 in 4th place. Commander Herbst noted that while this was good that members still needed to be diligent in keeping members. He suggested to retain membership that when the list came out all delinquent members should be called to confirm their membership status. He also stated that he had received a Certificate and Membership pin which he presented to Deputy Commander Frank Hicks, for his efforts in retaining new and old members.

 

Dinner Dance  Commander Herbst inquired as to the status of the approaching Dinner Dance? Deputy Commander Hicks reported that the Dinner Dance was scheduled for June 27th at the Medford Village Country Club. A minimum of 75 guest were required for the event. The cost per person would be approximately $35.00 per person, plus 18% gratuity. There was also discussion about a carving station. This option would be decided at the next meeting. 

New Business

Boys State/Girls State Commander Herbst stated that the interviews had been completed for Boys/Girls State. A total of 15 boys and 6 girls would be attending their respective programs. It was noted that BCIT had not submitted their check for their Boys/Girls State attendees.

 

Solicitation for Funds Commander Herbst said that the recent collection that was held for Post 526 and the SAL had netted Post 526 $683.20. He indicated that this undertaking had been carried by the SAL as only four members from the Post had supported the effort. He suggested that a signup sheet should be used for future events. Commander Herbst asked members to provide ideas for the funds use.

 

Deputy Commander Hicks suggested that a portion of the funds could be used to provide scholarships to a graduating girl and boy from Southampton Schools. He also stated that Post 526 and SAL would be soliciting funds at the Mt. Holly Acme on April 25th and 26th. He stated that any help would be appreciated.

 

Jeff Hicks of the SAL explained the roll of the SAL and its ties to the American Legion Post 526. He noted their activities and training programs.

 

Activities Commander Herbst provided a list of Medford Area Activities. It was agreed that Post 526 would continue to participate in the Vincentown Memorial Day Parade. Commander Herbst also suggested that the Post should contact Boy Scout troops to begin the award of certificates to deserving Boy Scouts.

 

Other Jim Kollasch noted that a Military Museum was being planned for Joint Base FDML (Fort Dix-McGuire-Lakehurst).
