Opening Ceremonies

The meeting was called to order by Commander Warren Herbst at 7:30 P.M.
Commander Herbst introduced Burlington County Commander Allan Danley, and welcomed him to Post 526.

Commander Herbst asked Commander Danley to install Post 526 Officers for 2015-2016.

At the conclusion of the swearing in of Officers, Commander Danley provided insight into the American Legion National Convention with regard to the proposed increase of dues.

Unfinished Business

Mike Ryan Sgt. of Arms, asked if there was accountability of finances at the County, State and National levels.  This matter would be researched and discussed at a future meeting. 

 

Commander Herbst encouraged members to visit Post 526’s website.  He stated that upcoming activities, minutes and links to veteran sites could be accessed via the website.

Commander Herbst informed Post members of the October 12, 2015 passing of Richard Rogers.  He was both an American Legion Post 526 and VFW Post 7677 member.

Commander Herbst then suspended the meeting to have Year 2015 Boys/Girls State delegates report on their experiences at the convention. 

Those reporting on their experience were two delegates as State Assemblymen and one delegate reported on his experience as a State Senator.  All expressed their gratification in being able to attend Boys/Girls State.  They would recommend any student interested in government to strive to become a member of this program.  They expressed and interest in mentoring future student delegates. The Post appreciated the students enthusiasm and experiences they conveyed at the meeting.     

Commander Herbst reconvened the meeting for further discussion.

  Membership: Deputy Commander Hicks indicated that the membership for Post 526 was in first place for paid up membership in the County.
New Business

Correspondence: Deputy Commander Hicks reported that if a raffle was planned and  there would not be more than $250.00 profit, a raffle license would not be required by the State.

  Boys State/Girls State: Commander Herbst reported that Lenape was going to participate in the Boys/Girls State pool which would leave fewer Girls State openings.  He communicated that rotating the interviews had worked and would continue for 2016.   Commander Herbst said that he wanted to have more Post/Delegate contact in the coming year.  

Boys/Girls State Coordinator Terry Bothel Plans for 2016: Terry Bothel communicated his wish to continue the Boys/Girls State program that is currently in place.  He further noted that Boys State would cost $250.00 per participant for 2016.  He also stated that only 60 girls could participate in the program from Burlington County. 

 

Dinner Dance: Deputy Commander Hicks would be checking into the possibility of having a Dinner Dance at the Medford Village Country Club.  The Country Club would honor the deposit that was given for a past canceled event.  He would check on dates and menu and report back to the Post.

 

Veterans Day Activities- November 11th: Commander Herbst reported that there would be Veterans Day Activities on November 1, 2015 at the Medford Community Center. He encouraged all members to participate.
 

  Activities for the year 2015 to 2016: Commander Herbst said that he wanted the Post to attend more Eagle Scout award ceremonies.

Tom Viscuso informed members of the upcoming presentation of a POW flag.

Deputy Commander Hicks stated that on October 24, 2015 a War Memorial service would be held. He indicated that all were welcome to attend.

  Membership: Deputy Commander Hicks reported that as of October of 2015 there was a total of 108 Post 526 members. He noted that 99 had paid their dues. The State rooster records 143 members.

Deputy Commander Hicks discussed the increase in National Dues. The local Legion dues if increased would be a matter of discussion at the December meeting. Members provided their input. It was agreed that members wanted to keep the dues at a reasonable figure and at the same time cover the VFW rental fees.
New Business

Correspondence None

  2016 Boys State/Girls State: Terry Bothel reported that Shawnee had asked if interviews for Boys/Girls State could be held on Saturdays or evening hours so that the needs of students and interviewers could be accommodated. It was agreed that more discussion would be held on this subject.
  Dinner Dance 2016: Deputy Commander Hicks indicated that he had contacted Medford Village Country Club and that the $500 deposit could be used. He stated that to keep the cost down that several dates in December were open during the week. Discussion was held and agreed that December 15 would be an acceptable date.
  Other Developments:  None
  Oratorical Contest:  Commander Herbst communicated that a Cherokee High School girl had shown interest in participating in the Oratorical Contest.
  Burlington County EC:  Commander Herbst stated that he had attended the BCEC and that the deadline for year 2015 dues was January 14, 2016.
He reported that a coloring contest would be held for the Carranza Memorial.
Commander Herbst further noted that a VA Clinic would soon be located in Marlton.
  Next Meeting: The next meeting will be held on Tuesday, December 15,2015 at the Medford VFW. (Due to the Dinner Dance being held on this date the meeting was not held.) The January 2016 meeting would be held January 19, 2016.

  Membership: Deputy Commander Hicks stated that Post 526 had a total of 120 paid memberships and an additional 10 paid up for Life members.
New Business

  Boys State/Girls State: Upcoming Boys/Girls State duties and timeline. Terry Bothel indicated that the following schools would be sponsoring students.
         BCIT 4 students
         Cherokee 10 students
         Shawnee 2 students
         Senica 9 students
         Lenape undetermined
Terry Bothel asked for volunteers for the school interviews.
  Dues Increase by National American Legion:
Commander Herbst provided meeting discussion through email and had indicated there was a need to address the recent increase in the Legion dues and to somehow add value to Post 526 membership. Post 526 is still the leading post in Burlington County for membership, with the membership at over 105%.
A motion for dues increase was made by Jim Kollasch to set the dues at $45.00. There being no second, the motion failed.
Discussion ensued and the following motion was presented.
A motion was made by Mark Preston to set the dues at $40.00 and seconded by Mel Black. There being no dissention the motion was approved.
  Burlington County Commanders need for funds for the Mount Holly homeless shelter: Deputy Commander Hicks reported that Commander Herbst wanted Post 526 to discuss the level of contribution that Post 526 would like to contribute to the County Commanders Homeless Shelter repairs and renovations. This shelter housed some of the areas homeless veterans and therefore it was important to help keep these homeless veterans sheltered.
This discussion was tabled until more information was provided by Commander Herbst.
  SAL Request:  SAL asked Post 526 for permission to open their own bank account.

Membership: Commander Herbst reported that Post 526 still had the highest 2016 American Legion membership retention in Burlington County at 108% of 2015 membership.

  Dues Increase: Commander Herbst  indicated that the Post had reduced the 2016 dues from $45 to $40 and that he would contact the Department to determine how to enact the change.
New Business Correspondence: Commander Herbst gave details on the Burlington County Testimonial Dinner to be held on March 12th at O’Connor’s Restaurant and invited all interested to attend.
  Boys State/Girls State: Boys State/Girls State Chairman Terry Bothel reported that Boys State and Girl’s State interviews had taken place at BCIT and were scheduled for Shawnee on February 24th, Seneca on February 25th and Cherokee on March 1st.
  Department Commander’s Visit January 11th and BCEC Meeting February 8th:
Commander Herbst reported on the Department Commander’s visit at Roebling and the County meeting the following month at Florence. Of particular note was that:
- the Department will be moving to a new location in Trenton
- Member support was needed for a recruitment project where National will be sending specialists to help Burlington County           recruit on March 20-22
· That legion members should not comment on other veteran organizations such as Wounded Warriors
· That Post 526 had been designated to host the BCEC meeting on July 11th.

The summer BCEC meeting was discussed and the membership expressed the opinion that hosting this meeting should be rotated and that Post 526 should not be always tasked with supporting the summer meeting when the Post was on summer vacation. This position would be made to BCEC for next year.
  SAL Checking Account:
Tom Viscuso reported on SAL activities and brought paperwork to open a SAL banking account which was signed by Commander Herbst.
  Junior Mechanics Commemorations:
Deputy Commander Hicks reported that Southampton Junior Mechanics will be putting up pictures in town commemorating veterans and requested the post to sponsor one for Guy Doran. A motion was made, seconded and approved that $150 be allocated for this use.
  Social Activities:
Commander Herbst indicated that he felt the December Dinner had gone well and that we ought to attempt to have more of these relatively “simple” social activities. Post members agreed and Deputy Commander Hicks said he would look into another social in the upcoming months.

  Membership:
Commander Herbst communicated that Leopold Brown from the Pennsauken Post could possibly transfer to Post 526.
Commander Herbst report he, Deputy Commander Frank Hicks and Russell Thomas had attended the recent BCEC meeting.
New Business Correspondence:
Commander Herbst encouraged members of Post 526 to attend and participate in the Carranza Memorial Service honoring Capt. Emilio Carranza. The Service would be held on July 9, 2016 at the Emilio Carranza Memorial Park located on Carranza Road in Shamong.
  Boys State/Girls State:
Terry Bothel gave a report on the results of the Boys/Girls State interviews. Discussion and sponsorship possibilities were put before the membership and he noted that there were only four opening for Girls State.
Commander Herbst communicated that he planned to attend a County meeting and point out the disparity in distribution of Girls State attendees. He was concerned about the number of sending schools (5) and the number of openings for girls in our Post region.
  Recruiting Meeting:
Commander Herbst noted that meetings would be held for recruiting membership between March 20 and March 22nd at the American Legion Post in Riverside. He encouraged Post members to attend.
  Southampton Township Support:
Commander Herbst said that research had been ongoing into Southampton Township providing support for American Legion Post 526.
  Social Events:
Commander Herbst said that there was Post interest in continuing to have social events on a regular basis. He opened that discussion to members and it was decided that Deputy Commander Hicks would inquire about having a picnic at the Bambo Gardens in Southampton.
Discussion also included research in to having a dinner in December.
  Other:
Mark Preston indicated that the new Veterans Outpatient Clinic located on 3000 Lincoln Drive East, Suite E, Marlton, NJ would soon be open to veterans.

Membership:  Commander Herbst commended American Legion Burlington County Commander, Allan Danley Sr. for his efforts in recruiting new members for Post 526.

Jim Kollasch suggested using Facebook and flyers to recruit additional membership. 

Deputy Commander Hicks also thanked ALBC Commander Danley for bringing in 35 new members from Post 1000 to Post 526.

New Business

Correspondence:  Tom Viscuso reported that his father, Tom A.Viscuso had moved to Connecticut.  Therefore a new advisor would be required for the SAL.

  Boys State/Girls State: Commander Herbst indicated that Post 526 needed to decide the number of delegates that would be sent from the five area High Schools.
It was determined that 19 boys would be going to Boys State and 4 girls would be going to Girls State.
  Activities: Deputy Commander Hicks gave an update on the summer picnic options. It was decided that the picnic would be held at the Bambo Gardens in Southampton. There were three dates open and it was determined that June 4th would be the best date for the picnic. The cost for each individual would be $25.00.
Commander Herbst communicated that the following upcoming patriotic holiday activities included:
Memorial Day Weekend
Deputy Commander Hicks would be responsible for the War Memorial plantings. Members were asked to help with the plantings and to participate in the Southampton Memorial Day Parade on May 30th.
Joe Conover of the SAL branch of Post 526 offered the use of his 5 ton Military transport truck for the Southampton Memorial Day parade.
  Other: Joe Conover of SAL Post 526, asked Post 526 members for their endorsement in his efforts to run for the SAL County Commander.
  Next Meeting: The next meeting will be held on Tuesday, May 17, 2016, at the Medford VFW.

  Membership: Commander Herbst reported that Post 526 continued to add members from Post 1000.  He attributed the increase in membership to Burlington County Commander Allan Danley’s efforts.  New Member Robert LaRatta had recently transferred from Post 1000.  Commander Herbst stated that Mr. LaRatta was a radio talk show co-host with Chief Vince Borrelli on Sunday mornings.  He said that members could listen at both 92.1 FM and online at www.wylt.com.

Commander Herbst also communicated that there continued to be negotiations with Southampton Township for their Post 526 support.

Commander Herbst reported that Legion Post 526 would be taking part in the Southampton Memorial Day activities.  Part of the Legions activities would include participating in the Parade and decorating Joe Conover’s military vehicle. It was determined that an American Legion Emblem would be attached to the doors of Joe Conover’s truck.

Deputy Commander Hicks noted that the parade would commence at 10:00 AM.    He asked members to participate in the color guard and the placement of flags and flowers at the cemeteries. Deputy Commander Hicks report that because of poor health, Linton Pointsett was not able to place the flags on the cemeteries. Deputy Commander Hicks would be honored as the Grand Marshal of the Vincentown Memorial Day Parade. The New Jersey State Commander of the American Legion would be the guest speaker at the Southampton War Memorial. 

Commander Herbst reported that the picnic social event planned for June 4th was set to be held at the Bambo Gardens in Southampton.  He encouraged members to attend. 

New Business

Correspondence  Commander Herbst asked if Adjutant had any correspondence to share. 

Adjutant Ballinger  indicated that the State American Legion Annual Convention would be held from June 9-11 in Wildwood New Jersey.  He communicated that the South Jersey Regional Walk for our Homeless Veterans would be held June 9, 2016 at the Wildwood Convention Hall. 

Adjutant Ballinger  stated that American Legion Members were to avoid any perception of supporting any candidate or political party while wearing the cap or emblem of the American Legion.

  Boys State/Girls State:  Terry Bothel reported that it had been determined which boys and girls would be attending Boys/Girls State.
  Progress and Challenges in US VA Health Policy:  Commander Herbst reported that he had attended Progress and Challenges in US VA Health Policy.  This seminar had been delivered by the Secretary of the VA, Robert A. McDonald on May 4th.  He communicated that Mr. McDonald had discussed the changes to the VA procedures.
        Soldiers were now being transitioned 180 days prior to discharge in order to lessen the impact. 
        The changes proposed would give flexibility of funding across the line items. 
        VA population is growing and the aging veterans will cost more due to end-of-life health cost.
        McDonald blamed VA problems on lack of full funding, rather than executive branch failures. 
  Eagle Scout Ceremony:  Commander Herbst noted that he had attended Medford Boy Scout Post 11 Eagle Scout ceremony at the Medford VFW.  He communicated that both the VFW and the Marine Corps had awarded checks and certificates to the Eagle Scout. He suggested that in the future that Post 526 should present $25.00 to each Eagle awardees in the Posts covered area. 
Post membership voted unanimously to award $25.00 to each Eagle Scouts.
  Topics of Interest for the coming year:  Commander Herbst provided the following topics for future discussion and action.
      Organization leadership change to promote new ideas and sense of vitality.

      Post positions
 Post position voting would be held at the June 21,2016 meeting.
  Activities:
Sergeant of Arms, Mike Ryan reminded Post members to participate in the July Carranza Memorial services.
